When I slide an application icon to the right to move it to the optional window/screen, it sticks to one location. I can't move it to the top of the screen (or any other location). Is this normal behavior?

ever since installing the new GB update one half of the screen will lock up and i have to turn it off if not take out the battery to get it working again, does anbody know how to fix this?
