WIFI has a mind of its own with turning itself on over and over

I am able to turn on my WIFI and connect usually without any problem. However, I cant seem to completely turn my wifi off. I turn it off and 30 seconds later it comes back on. I will turn it off 10-15 times, power cycle, etc...and it just keeps turning itself back on. Any thoughts? I am currently on...
