The HTC PURE (AT&T) comes with Internet Sharing and can be used to tether your device to your Windows PC and connect to the Internet. While this feature is enabled out of box, in order to use this feature, you will need to have a data plan with AT&T that allows tethering. If you attempt to use Internet Sharing and arent provisioned correctly on the AT&T side, you will get an error when you try to connect.
Note: The current version of the AT&T Communication Manager Software is not compatible with the PURE; the only way to tether with this device is using the Internet Sharing feature.
To use Internet Sharing:
To disconnect, simply click on the Disconnect option on the Internet Sharing screen of your device.

Does anyone know why the pure needs tethering with its plan but the tilt does not? It's strange that both
are running windows mobile but one can while the other is stopped.
AT&T had a change in their provisioning since folks were getting around having to pay for the Tethering plan with earlier devices. In order to force customers to adhere to their agreed service Terms and Conditions, they are having their device providers implement settings on the devices that make it so they can only be used as a wireless modem if the customer is provisioned for it on their service.
Wireless modem feature - it says to deactivate ActiveSync and hit start and after that connect to USB. I've tried numerous times - didn't work. Anyone made it work?
The "connect" button in Internet Sharing stays grayed out and the status remains "disconnected" even when the device is connected to my PC (win 7) and sync has completed.
AT&T has verified that I have a tethering plan. AT&T has said they could not help support the Internet Sharing app.
